LEECH LAKE BAND OF OJIBWE DECLARES
PRESCRIPTION MEDICATION AND ILLEGAL DRUG ABUSE
HAVE CREATED A PUBLIC HEALTH EMERGENCY
Cass Lake, MN – The Leech Lake Band of Ojibwe Tribal Council unanimously
passed a Resolution on Monday April 18, declaring a Public Health Emergency
with respect to prescription medication and illegal drug abuse.
“Prescription medication is a highly addictive substance that affects all
generations,” said Chairman Arthur “Archie” LaRose. “This problem needs to be
addressed because addiction rates are increasing.”
A highlight of the Proclamation states: The Leech Lake Tribal Council hereby
declares a Public Health Emergency on the Leech Lake Reservation as a direct
result of the abuse by tribal members of prescription medication and illegal drugs
and the impact these drugs have had on our reservation and on our families.
According to Leech Lake A&D Program approximately 80% of the substance
abuse problems on Leech Lake are due to opiate addiction. The A&D program
also reports that heroin is making a comeback on the reservation.
To counteract the devastation caused by prescription drug abuse, the Council
directed all Tribal agencies, departments, and entities to make the public health
emergency their top priority by collaboratively using their resources in developing
solutions to the massive and complex problems caused by prescription drug
abuse and the abuse of other illegal drugs.

RESOLUTION NO. _________
RESOLUTION FOR DECLARATION OF A PUBLIC HEALTH EMERGENCY WITH
RESPECT TO PRESCRIPTION MEDICATION AND ILLEGAL DRUG ABUSE
WHEREAS, the Leech Lake Band of Chippewa Indians is a Federally
recognized Indian Tribe organized under the Indian Reorganization Act of 1934, and
operating under the Revised Constitution and Bylaws of the Minnesota Chippewa
Tribe; and
WHEREAS, the Leech Lake Reservation Business Committee is the duly
elected and authorized governing body of the Leech Lake Reservation; and
WHEREAS, the Leech Lake Reservation Business Committee is charged with
the responsibility of protecting and advocating for the health, safety and welfare of
Leech Lake Band members within the Leech Lake Reservation boundaries; and
WHEREAS, the abuse of prescription medication and illegal drugs has been
well documented on the Leech Lake Reservation. The impacts of this drug abuse
are being felt in our homes, in our schools, in our workplace and in our daily lives; and
WHEREAS, the devastation from this drug abuse is fragmenting our families
and contributing to the neglect of our children and threatens to destroy our
communities; and
WHEREAS, the usage has risen to crisis proportions and threatens the health,
welfare and safety of all the residents of the Leech Lake Reservation.
NOW THEREFORE BE IT RESOLVED, the Leech Lake Reservation Business
Committee hereby declares a Public Health Emergency on the Leech Lake
Reservation as a direct result of the abuse by tribal members of prescription
medication and illegal drugs and the impact these drugs have had on our reservation
and on our families; and
NOW THEREFORE BE IT FURTHER RESOLVED, all Leech Lake Tribal agencies,
departments, and entities must make this Public Health Emergency their top priority
by collaboratively using their resources in developing solutions to the massive and
complex problems caused by prescription drug abuse and the abuse of other illegal
drugs; and
NOW THEREFORE BE IT EVEN FURTHER RESOLVED, this resolution shall be
served upon the following state and federal agencies with a request for assistance in
combating this emergency, including but not limited to: the National Institute of Drug
Addiction, the Veteran’s Association, the Department of Education, the Minnesota
Chippewa Tribe, the U.S. Attorney’s Office, the Bureau of Indian Affairs, the U.S.
Drug Enforcement Administration, the Federal Drug Administration, the U.S.
Department of Health and Human Services, the U.S. Department of Housing and
Urban Development, the Department of Homeland Security, the Department of the
Interior, the U.S. Department of Justice, the Indian Health Service, the Internal
Revenue Service, the Minnesota Medical Association, the Minnesota Pharmacy
Board, the Minnesota Bureau of Criminal Apprehension, the Minnesota Attorney
General’s office, Minnesota Department of Human Services and the Minnesota
Department of Health; and
BE IT FINALLY RESOLVED, the Leech Lake Legal Department is hereby directed
to explore all options for holding the pharmaceutical companies responsible through
educational, financial, logistical and legal solutions in addressing and removing this
problem including but not limited to obtaining a declaration of public health
emergency from the appropriate federal agency. The Leech Lake Planning
Department is hereby directed to explore any and all funding sources that may be
available as a result of this declaration.

the Leech Lake Tribal Council, a quorum being present, held on April 18, 2011 at
Cass Lake, Minnesota.
